UCE and UACE: How the Papers Are Built and How UACE Points Turn Into a University Weight

UNEB's UCE and UACE paper structure, the A=6 to F=0 points scale and a step-by-step university weight calculation from the 2026/27 public-university rules.

Two things changed since most guides to UCE and UACE were written. UCE now reports letter grades, not divisions. And the number that decides a government-sponsored university place is not your UACE total. It is a weighted score built from your UACE grades, your subsidiary results and your UCE results.

This guide shows both with documents I opened, and a worked calculation. Every figure carries its source and the date I read it (15 October 2026). Where a point could not be verified, it says so.

UCE in 2026: what UNEB has published

UCE is the Uganda Certificate of Education, sat at the end of Senior 4. For candidates on the competence-based lower secondary curriculum, three things are documented.

Grades are letters. UNEB replaced the 1 to 9 stanine system (distinctions, credits, passes, fail) with A to E. The descriptors are exceptional, outstanding, satisfactory, basic and elementary (Daily Monitor, 11 Feb 2025). The Minister of State for Education told Parliament that a subject score is 20% school-level achievement and 80% end-of-cycle exam (Parliament of Uganda, statement of 20 Feb 2025).

UNEB will not attach numbers. Its chairperson said the board would not add numerical values to UCE grades, and that the 6-for-an-A style scales some institutions use were never UNEB’s (PlusNews, 15 Mar 2025). Institutions convert grades themselves.

Coursework decides whether you are graded at all. UNEB’s circular of 24 February 2026 says S.3 and S.4 learners are assessed on subject achievement, Activities of Integration and a project. It says a candidate without coursework scores for the project and subjects “shall not be graded”. Scores for S.4 were due on 22 May 2026. Candidates whose S.3 (2025) scores were never submitted shall not be registered for the 2026 end-of-cycle exam (UNEB circular EA/GEN/61).

The 2026 week-one timetable shows what the papers look like:

UACE: papers and subsidiaries

UACE is the Uganda Advanced Certificate of Education, sat at the end of Senior 6. The clearest official view of the structure is the UNEB timetable. These rows come from the November/December 2024 timetable. Durations are as printed.

Source: UNEB, Examination Timetable for U.A.C.E, Nov/Dec 2024, retrieved 15 Oct 2026. The paper is a scanned image, so I read it by eye. Codes starting with P are principal papers and S are subsidiary papers.

Two limits on what this proves. The timetable lists papers, not rules, so it does not say that General Paper is compulsory or that you take exactly one of Subsidiary Mathematics and ICT. Several secondary guides say so, but I found no UNEB page that states it. And it is the 2024 timetable. Check the current one.

From grades to points

The Ministry of Education and Sports sets the conversion used for public university admission. For A-Level grades: A=6, B=5, C=4, D=3, E=2, O=1, F=0. A principal pass is A to E. An O is a subsidiary-level pass in a principal subject (MoES, Information on Public Universities Admissions 2026/2027, section 3.3).

Subsidiaries work differently. A distinction or credit in a subsidiary such as General Paper, Sub-Maths or Computer Studies carries one point. The document defines a subsidiary pass as D1 to C6, so a P7 or P8 earns nothing in this calculation (section 3.6, same document). Some secondary guides disagree on P7 and P8. This is the primary rule for admission.

Applicants also need a UCE with at least five passes, and at least two principal passes in the same sitting of UACE (section 3, same document). In 2025, 113,291 of 165,172 candidates (68.6%) qualified for university on UNEB’s figures, as reported by Eagle Online.

The weighting step

A university does not add your three principal grade points. It sorts each subject into a category for the programme and multiplies.

CategoryMultiplier
Essentialx3
Relevantx2
Desirablex1

Rules from sections 3.2 to 3.6 of the MoES document:

  • At most three principal subjects carry a weight.
  • At most two subjects count as Essential.
  • Essential subjects must be passed at principal level. A grade O can count as Relevant, never as Essential.
  • If a programme lists three or more essential subjects, your best two are weighted x3 and the third best is weighted x2.
  • UCE adds on top. Each Distinction (D1, D2) is worth 0.3, each Credit (C3 to C6) 0.2, each Pass (P7, P8) 0.1 and a fail 0. All subjects done count (section 3.8).

The combined weight is the O-Level weight plus the A-Level weight. The highest combined weight wins the place (section 4.1).

A worked example

This student is invented, to show the arithmetic. The programme is Makerere’s Bachelor of Medicine and Bachelor of Surgery. The 2026/27 table lists Biology and Chemistry as Essential, one better done of Mathematics or Physics as Relevant, and General Paper, Sub-Maths or Computer Studies as Desirable.

Student: Chemistry A, Biology B, Physics C. General Paper credit (C4). UCE with nine subjects: 3 distinctions, 5 credits, 1 pass.

  1. Chemistry is Essential: 6 x 3 = 18.
  2. Biology is Essential: 5 x 3 = 15.
  3. Physics is Relevant: 4 x 2 = 8.
  4. A-Level principal weight: 18 + 15 + 8 = 41.
  5. General Paper credit: +1, so A-Level weight is 42.
  6. UCE: 3 x 0.3 + 5 x 0.2 + 1 x 0.1 = 0.9 + 1.0 + 0.1 = 2.0.
  7. Combined weight: 42 + 2.0 = 44.0.

The best possible principal weight on this programme is 6 x 3 + 6 x 3 + 6 x 2 = 48. The document does not say whether two subsidiaries both earn a point. If a second one does, this student reaches 45.0.

Compare the Makerere government-sponsorship cut-offs for 2025/26 in the same document. MBChB was 49.4 for female and 52.0 for male applicants. Veterinary Medicine was 45.2 and 47.6. This student’s 44.0 falls short of all four. The cut-offs are last year’s and move each year. The document also describes a 1.5-point scheme for female applicants under affirmative action, so read section 5 before comparing yourself to a column.

What the example shows:

  • One grade step in an Essential subject is worth 3 points. One step at Relevant is worth 2. Moving a UCE subject from credit to distinction is worth 0.1. Principal grades dominate.
  • The MBChB cut-offs sit above 48. My arithmetic says that is only reachable with subsidiary and UCE points added. That is my inference, not a stated rule.

The gap nobody has published

The UCE weights in the document are written for D1 to P8. I found no table in the 2026/27 document that converts the new A to E letter grades into UCE weight. Candidates on the new curriculum will reach university admission in the coming years, and UNEB has said it will not add numbers. Until a university or the Ministry publishes a conversion, a calculation of your UCE contribution under letter grades is not possible from public sources.

Some programmes also set UCE conditions. Kabale University’s table says Medicine, Nursing and Anaesthesia applicants need at least credits in O-Level Biology, Chemistry, Physics, Mathematics and English (same MoES document). Check each programme’s note.

UACE grading is expected to change

UNEB’s executive director and an NCDC official said the A-Level scale is expected to change around 2028, when the upper-secondary curriculum finishes moving to competence-based assessment. The reported proposal is A to E only, with A worth 5 points and E worth 1, and a 20% coursework and 80% exam split. Proposals still need NCDC board approval, and until then the grading stays largely the same (Pulse Uganda, 12 Aug 2026). This is reported, not a circular. Do not plan around it.

Checklist: what to confirm on UNEB’s site and the university’s

  1. Read the latest UACE timetable on uneb.ac.ug. The one above is from 2024.
  2. Confirm which subsidiaries you must register for.
  3. Ask your school whether your CA and project scores for S.3 and S.4 reached UNEB. A missing score can mean no grade.
  4. Download the current Ministry document on public university admissions (the link above is for 2026/27). Find your programme’s Essential, Relevant and Desirable rows.
  5. Check for programme notes. Examples in the document include credits in Mathematics at O-Level, or a pass in Sub-Maths or Sub-ICT.
  6. Look up last year’s cut-offs and treat them as a guide only.
  7. Check how long your UACE results stay valid for government sponsorship. The document says three years, including the current one (section 2.21).
  8. Fees: UNEB’s registration page lists UCE and UACE fees “as at 2020”. The 2026 fee structure is posted as an image on UNEB’s site, and I could not read it. Confirm the amount with your school and UNEB (0800 111 427).
